Fiscal Notes Wraps Up 2017 Legislature
 
The Texas Legislature met in 2017 for its regular biennial session as well as a special session in July and August. Thousands of bills were debated, and more than 1,200 became new laws, including the new state budget for fiscal 2018 and 2019.

Lawmakers faced significant challenges at the year’s beginning, due to a relatively slow starting balance, increased dedication of sales tax revenue to specific purposes and lower revenue collections due to weakness in the state’s energy industries. Yet they succeeded in crafting a conservative budget that will support the state’s needs while staying within the Comptroller’s estimate of revenues expected in the next two state fiscal years. The September issue of Fiscal Notes discusses the new legislation of 2017, focusing on bills affecting state revenues and those of special significance for the Comptroller’s office.

We also take a look at a new Comptroller responsibility placed on the office in a previous session: the creation of the Texas Bullion Depository, the first state-owned depository of its kind, which will offer secure storage for public and private holders of precious metals.
