November 27, 2018 Fiscal Notes: Budget Drivers – The Forces Driving State Spending (AUSTIN) — In a November special edition of Fiscal Notes, released today, the Comptroller’s office examines the forces driving costs in state spending — costs that lawmakers will grapple with when they return for the 86th Texas Legislature in January. “Most of the state’s spending — nearly 90 percent of it — goes to support just three things: education, health care and transportation,” Texas Comptroller Glenn Hegar said. “We hope this detailed look at Texas budget drivers provides a valuable overview of these issues before lawmakers prepare the next state budget in 2019.” In this special edition, the Comptroller’s office also details:
